City of Alameda
The City of Alameda is working in close coordination with fellow members of the Oakland-Alameda Adaptation Committee (OAAC), formed in 2021. OAAC is a coalition of communities and stakeholders working to coordinate and accelerate sea level rise adaptation, protect and restore water quality, recreation, and habitat, and promote community resilience. OAAC comprises over 30 members, including City of Alameda and Oakland staff, Port of Oakland staff, community-based organizations, such as Greenbelt Alliance, Tribal liaisons, and other local, state, and federal agency staff.
Pathways, CMG, and a team of multi-disciplinary experts conducted an existing conditions and vulnerability assessment for both Alameda and Oakland through a prior effort, now considered to be Phase 1 of Alameda’s RSAP development. These assessments were largely completed before the release of the RSAP guidelines. Under this current project, Phase 2, Pathways will fill gaps in the existing conditions and vulnerabilities assessments, including the creation and use of updated hazard mapping products with recently released 2025 elevation data and finalizing the “priority areas” with community asset mapping and other community input.
The City of Alameda strategies developed and shared with the public in Phase 1 will be further refined, evaluated, and documented in Phase 2. Pathways will work closely with the City staff on land use and policy planning, supported by urban planning professors and students at University of California Berkeley. Pathways will lead the implementation and funding plan, supported by CMG and NHA Advisors. Pathways will also support updates to the priority adaptation project list.
