Climate Change Adaptation Toolkit

Pathways, as a subconsultant to HDR, will support Caltrans in developing a statewide adaptation toolkit to support adaptation planning. The adaptation toolkit aims to:

  • Compile and provide relevant scenario planning tools that can guide Caltrans in their decision-making processes and support the development of flexible adaptation pathways;

  • Compile the suite of federal and state guidance and transportation policies that Caltrans staff should be aware of when considering substantial improvements to existing infrastructure and/or new projects;

  • Develop a list of recommendations and resources that can fill potential emergency response gaps;

  • Assemble templates, tools, and guidelines to address the data gaps;

  • Develop training tools for Caltrans, with a goal of developing tools that Caltrans staff can use to build capacity within their respective Districts or departments; and

  • Provide guidance for developing unit costs for the nature-based solutions identified by the HDR team to the support climate adaptation toolkit.


Pathways will compile best practices and resources to support the development of the toolkit, which will (1) consider the relevant application to Caltrans operations and infrastructure, (2) provide best practice examples from other jurisdictions (e.g., the mid Atlantic) that manage large networks of transportation infrastructure, and (3) represent the latest science, hazards, and transportation impacts relevant to California’s existing and future climate.
